Regulation governing 91ÁÔÆæ’s purchasing policy

• S.C. Consolidated Procurement Code – 91ÁÔÆæ is a State Agency and must abide by the S.C. Consolidated Procurement Code. It governs the expenditure of all funds regardless of the source unless specifically exempted. This includes expenditures from grants, 91ÁÔÆæ Foundation, and federal funds.
• Certification – 91ÁÔÆæ is certified to make direct purchases of up to $500,000 for goods and services, and consulting services, while, for information technology and construction management we currently are certified to purchase up to $100,000.00. The Materials Management Office, the CIO (Chief Information Office) and the State Engineers in Columbia completes purchases exceeding these limits.

Competitive Requirements and Thresholds for Purchases

The following limits apply to all purchases not otherwise exempted regardless of the fund source. Note the dollar limits at which competition is required.
